The Delta State House of Assembly has passed the 13th Month Salary Bill, 2026, paving the way for workers in the state to receive an additional annual salary payment.
The bill was passed on Tuesday after the House adopted the report of its Committee on Establishment, Ethics and Privileges, presented by its chairman, Edafe Emakpor.
The News Agency of Nigeria (NAN) reports that the bill provides for the payment of workers’ basic salary and fixed monthly allowances as part of the 13th-month benefit.
It excludes salary arrears, overtime payments and other non-fixed components of workers’ earnings.
Dennis Guwor, Speaker of the House, said the passage demonstrated the legislature’s commitment to the welfare and security of residents, particularly workers in the state.
“By the passage of this bill, we have demonstrated indeed that the primary purpose of congress is the security and welfare of the people,” Guwor said.
The Speaker described Governor Sheriff Oborevwori as a welfare and worker-friendly governor, saying the policy could improve the morale and productivity of civil servants.
“I sincerely hope it will boost the morale and enhance productivity of civil servants in the state,” he said.
Guwor commended Oborevwori for initiating the welfare policy aimed at supporting public servants across the state.
“On behalf of the entire House, I convey our appreciation to the governor of the state, Sheriff Oborevwori, for initiating this welfare policy for our hard-working public servants,” he said.
Bill awaits governor’s action
Earlier, Emeka Nwaobi, leader of the House, moved a motion for the bill to pass through its third reading.
The lawmakers unanimously approved the motion and passed the bill.
Following the passage, Guwor directed the Clerk of the House to communicate the resolution to the governor for necessary action.
The passage marks a legislative step towards formalising the payment of a 13th-month salary for eligible workers in the state, subject to the next stage of the process.
