The Joint Unions of Tertiary Institutions of Kaduna State (JUTIKS) have demanded the immediate implementation of the outstanding 30 per cent CONPCASS/CONTEDISS allowance and other approved benefits for workers in state-owned tertiary institutions.
JUTIKS Chairman, Mr Usman Suleiman, made the demand on Wednesday at a press conference after the union’s meeting at Nuhu Bamalli Polytechnic, Zaria, Kaduna State. He said the outstanding 30 per cent was expected to have been implemented by the first quarter of 2026, following the Kaduna State Government’s implementation of 70 per cent of the allowance in October 2025.
Suleiman commended Gov. Uba Sani for implementing the 70 per cent CONPCASS/CONTEDISS allowance but said the governor’s promise to complete the remaining 30 per cent had not been fulfilled.
The meeting was attended by representatives of four Kaduna State-owned tertiary institutions and their respective unions. They were Nuhu Bamalli Polytechnic, Zaria; Kaduna State College of Education, Gidan Waya; Kaduna State College of Nursing Sciences, Kaduna; and Shehu Idris College of Health Sciences, Makarfi.
According to Suleiman, the unions are also demanding the implementation of the previously approved 25 per cent and 35 per cent Federal Government wage allowances for affected workers in the state.
He said JUTIKS was further demanding the issuance of an establishment circular to implement the 65-year retirement age or 40 years of service for non-teaching staff.
The union also called for tax exemption on Academic Earned Allowance and the implementation of the Consolidated Academic Tool Allowance (CATA), which represents 40 per cent of 100 per cent CONPCASS for academic staff.
Suleiman said the unions were equally demanding the implementation of the Consolidated Non-Teaching Tool Allowance (CONTTA), representing 35 per cent of 100 per cent CONTEDISS for non-teaching staff.
He said both allowances had already been signed by the Federal Government and representatives of the unions, making their implementation necessary to improve staff welfare.
The JUTIKS chairman said implementing the demands would bring Kaduna’s tertiary institutions in line with standards set by the National Board for Technical Education (NBTE) and the National Commission for Colleges of Education (NCCE).
He added that the implementation would improve workers’ welfare and help sustain industrial harmony across tertiary institutions in the state.
