FG Launches Self-Service IPPIS HR Platform to Streamline HR Services for Civil Servants

The Federal Government has launched an upgraded Integrated Personnel and Payroll Information System Human Resources (IPPIS HR) module featuring employee self-service capabilities, enabling civil servants to access payslips, update personal records, and process HR requests online without the lengthy manual procedures that previously characterised the system.

The new digital platform was unveiled on Thursday in Abuja as part of activities marking the 2026 Civil Service Week. Government officials said the initiative is designed to strengthen human resource management, reduce administrative delays, enhance transparency, and provide more than 600,000 federal employees with easier access to their personnel records.

Speaking at the event, the Head of the Civil Service of the Federation, Didi Walson-Jack, said the upgraded system forms part of the Federal Government’s ongoing reforms to build a professional, innovative, and citizen-centred public service.

According to Walson-Jack, the employee self-service application represents a significant transition from manual processes to a digital platform that empowers civil servants to independently access and manage their personnel records.

She explained that employees can now view and download payslips, update their personal information, and submit HR requests electronically from their homes or offices.

“Not long ago, a civil servant who needed to update her personnel records would go through a long manual process. Some officers waited months for corrections that should have taken days,” Walson-Jack said.

“Those days of long waiting periods are ending. What Soft Alliance has presented today represents a shift from a permission economy to an empowerment economy,” she added.

Walson-Jack noted that she successfully accessed her March 2026 payslip during a live demonstration of the platform, describing the exercise as a practical illustration of how the system would improve service delivery and provide greater convenience for workers.

She encouraged civil servants to embrace the new platform alongside other digital initiatives, including Service-Wise GPT, to enhance productivity and improve public service performance.

Highlighting another key reform, Walson-Jack underscored the importance of mentoring in strengthening leadership across the public service. She said the recently approved Public Service Mentoring Policy and Guidelines would institutionalise knowledge transfer, leadership development, and succession planning throughout government institutions.

“Mentoring changes trajectories. It speaks the truth that performance appraisals cannot. It sees the human being behind the officer and says to that officer, you are worth investing in,” she said.

Walson-Jack, who disclosed that the 2026 Civil Service Week would be her final one in office, thanked civil servants for supporting the administration’s reform agenda, noting that their commitment had been instrumental to the success of the various initiatives.

Earlier, the Permanent Secretary, Career Management Office, Office of the Head of the Civil Service of the Federation, Nkiruka Jones-Nebo, described both the upgraded IPPIS HR platform and the Public Service Mentoring Policy as transformative reforms for the future of the Federal Civil Service.

Jones-Nebo said the employee self-service application would accelerate the service’s digital transformation, while the mentoring policy would strengthen human capital development and prepare a new generation of public sector leaders.

“Effective institutions are built not only on sound systems and technology but also on capable, motivated, and well-prepared people,” she said.

According to her, the upgraded HR module will simplify routine personnel processes, improve transparency, reduce administrative bottlenecks, and support evidence-based decision-making across ministries, departments, and agencies.

She added that the mentoring marketplace would create opportunities for experienced officers to guide younger professionals while preserving institutional knowledge across the service.

Also speaking, the General Manager, Product, Soft Alliance and Resources Limited, Abiodun Ohisola, said the upgraded platform was developed to address the limitations of the previous system.

Ohisola explained that the application enables employees to access information and complete HR processes that previously required the physical movement of files and multiple layers of approval.

He listed the platform’s key features as online leave applications, access to payslips, government circulars, and birthday and work anniversary notifications from the Office of the Head of the Civil Service of the Federation.

According to him, employees can securely access and download their payslips using mobile devices, while the platform complies with relevant data protection standards.

“The platform requires designated usernames and passwords, meaning that only authorised employees can access their information,” Ohisola said.

He disclosed that the upgraded system has been deployed across all ministries, departments, and agencies, serving approximately 600,000 employees according to their roles and responsibilities.

Ohisola expressed confidence that the platform would significantly improve productivity and service delivery across the Federal Civil Service.

He added that Soft Alliance has served as the technology partner for IPPIS since 2003 and remains committed to supporting the long-term sustainability of the system.

“If you do not have an efficient civil service platform, you cannot expect productivity. The Federal Government understands the importance of this and is putting measures in place to ensure that it works,” he said.
