Federal procurement officers across Ministries, Departments and Agencies have been placed on notice as the Bureau of Public Procurement begins the process for the 2026 promotion exercise.
The Bureau has asked all MDAs to submit performance records of officers on Salary Grade Levels 08 to 13 who are in its pool.
The directive was contained in a circular dated September 11, 2026, signed by the Director-General of the BPP, Dr. Adebowale Adedokun, and sent to the Presidency, judiciary, security agencies, commissions, and heads of parastatals and government-owned companies.
According to the Bureau, it had commenced preparations for the promotion examination for procurement cadre officers.
As part of the requirements, MDAs are to forward the Performance Management System and Annual Performance Evaluation Report scores of eligible officers.
The circular stated, “submit the Performance Management System/Annual Performance Evaluation Report scores, eligibility lists and seniority lists of all eligible officers.”
The BPP also clarified the eligibility rule for federal workers seeking promotion.
It stated, “For the avoidance of doubt, an officer shall be considered eligible to participate in the Year 2026 Promotion Exercise only if he/she has spent a minimum period of three (3) years on his/her present Salary Grade Level.”
The exercise covers Procurement Officers and Executive Officers (Procurement) in the federal service.
The Bureau directed that the details submitted must be accurate and properly verified, including date of first appointment, confirmation, last promotion, current grade level, PMS/APER scores and seniority.
It explained that the records were needed “to facilitate the timely compilation and processing of the eligibility list for the promotion exercise.”
MDAs are to submit both soft and hard copies of the returns, duly endorsed by their Directors of Administration or Human Resource Management, to the BPP on or before October 16, 2026.
Stressing the need for compliance, the Bureau said, “In view of the timelines for the preparation and conduct of the promotion exercise, all MDAs are kindly requested to treat this request as urgent and accord it the necessary priority.”
