The Office of the Head of the Civil Service of the Federation (HCSF) has clarified reports claiming that it approved a 40 per cent peculiar allowance for federal civil servants, stating that no such approval was issued or officially communicated to labour unions or the Joint National Public Service Negotiating Council (JNPSNC).
In a statement issued by the Director of Press and Public Relations, Mrs. Eno Olotu, the office explained that the circular currently circulating in media reports was issued by the National Salaries, Incomes and Wages Commission (NSIWC) on April 23, 2026.
Olotu said the clarification became necessary to prevent misinformation and sustain stable labour relations within the Federal Civil Service.
She explained that a meeting convened on Tuesday by the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, was strictly interventionist and conciliatory in nature.
According to Olotu, the engagement was aimed at facilitating dialogue between organised labour and the NSIWC, while helping to prevent any potential breakdown in labour relations across the civil service.
“The meeting was strictly an interventionist and conciliatory engagement aimed at facilitating dialogue between the organised labour under its jurisdiction and the NSIWC,” Olotu stated.
She further recalled that, during a press briefing held on April 24, 2026, the Head of the Civil Service of the Federation announced the Federal Government’s approval of several welfare packages and entitlements for public servants.
According to Olotu, the approved measures included the payment of full Duty Tour Allowance for approved training programmes in selected institutions, an upward review of peculiar allowances across grade levels under the Consolidated Public Service Salary Structure (CONPSS) and the Consolidated Research and Allied Institutions Salary Structure (CONRAISS), as well as increases in estacode, book allowance, and other benefits.
She also disclosed that the Federal Government approved a N10 billion housing loan scheme aimed at improving access to affordable home ownership for public servants.
