Civil servants in Rivers State across various grade levels are set for promotion following a fresh directive approved by Governor Siminalayi Fubara.
The Rivers State Civil Service Commission announced the commencement of the exercise in a circular signed by the Permanent Secretary, Mr. James Enebeli, under the heading, “Call for Recommendation for Promotion”.
The circular directed Ministries, Departments, and Agencies (MDAs) to submit the names of eligible officers due for promotion between January and July 2026.
According to the commission, the exercise will cover officers on Grade Levels 07 to 15 who qualified within the period under review.
However, the commission stated that certain categories of staff should be excluded from the exercise. It specified that officers who had retired, applied for retirement, or were undergoing disciplinary proceedings should not be recommended for promotion.
The commission further instructed MDAs to support all recommendations with detailed service records and scored Annual Performance Evaluation Report forms.
It also directed MDAs to submit both hard and electronic copies of their recommendations in the approved format, adding that the soft copies must be provided in Microsoft Excel format through USB flash drives bearing the names of the respective ministries.
In addition, the commission urged departments to commence internal processing for junior staff immediately, while placing responsibility for the submissions on senior officials.
Permanent secretaries and heads of extra-ministerial departments were specifically directed to personally sign all recommendation letters forwarded to the commission.
The commission fixed May 31, 2026, as the deadline for the submission of promotion recommendations, warning that late submissions from defaulting MDAs would not be entertained.
According to the circular, the exercise forms part of Governor Fubara’s approval authorising the commission to conduct promotion interviews for qualified officers within the January–July 2025/2026 promotion window.
