Malaysia Introduces Direct Hiring Platform to Tackle Exploitation of Foreign Workers

The Malaysian government has unveiled plans for a new digital platform designed to connect employers directly with foreign workers, eliminating private recruitment agents and curbing exploitation.

Malaysia’s Human Resources Minister, Datuk Seri Ramanan Ramakrishnan, announced the initiative, citing persistent concerns over excessive recruitment fees, debt bondage, and modern slavery.

“We want to eliminate the middleman problem once and for all,” he said.

The platform, tentatively named the National Foreign Worker Recruitment System (NFWRS), will publish job descriptions, wages, and employment conditions to ensure transparency and prevent misrepresentation. Employers and workers will be able to connect directly, agree on terms, and formalise contracts without the involvement of intermediaries.

The reform is intended to address recurring cases in which workers pay exorbitant fees, secure loans to finance recruitment costs, and ultimately find themselves employed in roles different from those promised.

The initiative follows repeated concerns raised in Parliament, as well as sustained advocacy by civil society organisations, prompting a shift away from the agent-driven recruitment model.

The platform is expected to be rolled out in phases, beginning with high-demand sectors such as construction and manufacturing.

Mr. Ramanan emphasised that reliance on intermediaries has exposed foreign workers to exploitative practices, including excessive fees, debt bondage, and elements of modern slavery.

“The issue has been raised repeatedly in Parliament, highlighted in the media, and documented by civil-society organisations and international observers,” he said.

The Federation of Malaysian Manufacturing (FMM) has expressed support for the digitalisation of the recruitment process, noting that it could reduce opportunities for abuse and enhance transparency.

Labour rights organisation Tenaganita also welcomed the initiative, but urged the government to introduce robust safeguards to ensure that workers remain protected from exploitation.
